The Emergency Services Levy Insurance Monitor (Insurance Monitor) is an independent statutory authority, established to provide consumer protections as part of the NSW Government’s emergency services levy funding reform.

The intention was to move the emergency services funding from an insurance-based model to a property-based model by 1 July 2017.  On 30 May 2017 the NSW Government announced that this reform is to be deferred.

Initially, the role of the Insurance Monitor was to oversee the removal of the ESL from insurance policies, and to keep a close watch on insurance companies ESL and premium pricing throughout the transition through to the end of 2018. More information about the role of the Monitor, following the Government’s announcement will be available soon.

Professor Allan Fels AO and Professor David Cousins AM , were appointed as Monitor and Deputy Monitor respectively. Both Professors Fels and Cousins have significant experience in the area of consumer protection, and performed similar roles during the recent Victorian transition.
